Need help with forum and external page.

I am looking for someone to help me combine some features of the forums (vBulletin 3.0.3) onto my non forum index page. What I want to do is display the following on designated areas.

5 latest forum topics
Welcome message before and after logged in

i.e. Welcome, anonymous. You last visited: Today at 06:18 PM
Private Messages: 0 Unread, Total 2.

Who's on-line

Is it possible? I have visited portal pages but haven't really seen or found anything that tells me how to do it. I am fairly new to php and don't know enough to even try this.

Ussually the sites with these features are build with a program like PHPNuke or similar.
Of course you can do that by your own but you'll have to write a lot of functions. Sure you want a safe connection with your database, with the forum topics, the registration database.
You need to create a database (maybe flatfile too) to check how many people is online; you have to set cookies to check the last visit, etc.
