creating a database problem

I have a problem making a databse due to these problem:
C:\MYSQL\BIN>mysqladmin create mydb
MYSQLADMIN: CREATE DATABASE failed; error: 'Access denied for user: '@'
to database 'mydb''
I'm just starting out with mysql I hope somebody will help me. Thanks in advance.

the user account you signed in with does not have the permissions to create the db. Log in as root and give the permission to the user to create a db...

How could that be. I'm logged in as admin. BTW I'm running winxp.
