Problem with .htaccess

OK so maybe this is an apache question, but hopefully someone can help me out here.

This tutorial looks straightforward:
http://jumpx.com/tutorials/wrapper/

Fine, but when I attempt to do the same, it wants to interpret the item I specify in the Action statement as a path, not a filename!

I'm running Apache on Lunux, can anyone shed some light on this?
