I need to create a small and simple online dictionary or a small and simple online frequently asked questions database.

I am thinking about using the phpBB to act as an online dictionary or online frequently asked questions database, make the forum read only for the public.
But the problems of phpBB are the forum only display in the order by the posting date. For an online dictionary or online frequently asked questions database, we wish it could be sorted by topic.
Are there any free software I can use as online dictionary or online frequently asked questions database?
Or except phpBB, which php forum software as good and easy to set up as phpBB but also I can display the forum sort by topics? Just like this phpBuilder.com forum we are using now. Thanks!
