Maximum file upload in php.ini

I have a form which allows for multiple file uploads.

Does anyone know if the max file upload setting in php.ini refers each individual file on one form or the cumlative filesize of all files on a form?

i.e. if I have the max size set to 20MB and decide to upload 2 files on the same form (2 fields) with a size of 15MB each, will it work?

I've not investigated it properly but rather than me spend an hour playing with it, I wondered does anyone here know?
