Enter text in dropdown field of form

Is there a form element such as a

<select></select>

form element that will allow me to have the option of entering text into the field or select an existing element populated via mysql in a drop down field?

I have seen these in VB programs but is it available in HTML?

There's no HTML element for doing that. You could fudge something using a normal textbox and a drop down list, with either Javascript or something server side.
