php not finding php.ini IIS 5.1

I have searched the web for 3 days and tried every solution offered for a similar problem (most of them using Apache server).

I can't get php to reconize my php.ini file. I am using php 4.3.8, Windows XP, IIS 5.1. I've made sure the file is in the c:\windows directory (phpinfo() shows c:\windows as the path but of course no file is found).

I've stopped and restarted server in between any trials of different paths (i.e. php) and still no luck.

I have seen many posts from people who have gone to Apache. Is this the only solution?

note that in IIS - web properties - home site directory - configuration

the .php mapping should be C:\php\php-cgi.exe %s %s

not .. C:\php\php.exe

make use of the registry settings (there are two registry setup scripts in PHP installation directory .. use the CGI version)
