Misterious ? Marks appearing!

I recently switch sever and now all the content throughout my site is a mess. Where ever there is an ' apostrophy it is replaced by a ? mark, or by a blank square.

Need help!
Does someone knows that the heck happen? do you think it might be a setting on the PHP, php.ini, sql?

Maybe try re-installing php?

Sounds like, they're not ' characters but ‘ and ’ characters and you're using the wrong character encoding. Check the default-charset: setting in php.ini
