Date formatting

I have data that is stored in mysql in UTC. I want to display it to the users in their local timezone as they view reports through the web.

Is their a PHP function that can take a timezone and UTC time and figure out how to convert it including daylight savings etc.?

Date is obvous but it seems to require that I know what the timezone offset is and wether it is daylight savings time or not
I was looking for somehting that would now that if the client was in EST, then based the lbrary would figure out if it was -4 or -5 from UTC depending on the particular date to be displayed.

...which are both things that date() can calculate. if you read the manual:

the "Z" switch = Timezone offset in seconds. The offset for timezones west of UTC is always negative, and for those east of UTC is always positive.

the "I" switch = Whether or not the date is in daylights savings time
