PHP for local scripts on Windows

Hello. Could somebody help me get started please.

I want to be able to run PHP scripts on my Windows PC as you would a DOS batch file. I read that this is possible but all my searches show PHP instals with a webserver such as Apache.

I don't want to install a webserver on my PC.

Can I install PHP alone and run scripts from a command window?
Which PHP do I need for Windows XP Home?
Where can I get it?
