Folder permissions

I run a apache server of my comp as a testing server for my php scripts. I have created a Folder called Usersdb with windows.....
When I go create a file using the frite ($content, "a");

I get this page ......

Access forbidden!
You don't have permission to access the requested object. It is either read-protected or not readable by the server.

If you think this is a server error, please contact the webmaster.

How do I change the permissions?

generally the issue is if the folder is marked read only... though with NT/2000 there can be some other issues... Just navigate to the folder in explorer. right click on it and make sure the read only box is empty

There is another problem, I do uncheck the "real only" box, click ok and then I go to folder propeties and I see the the read only box is checked again
