text out oganization or simply engine

I'm doing a site after long thinking I understood that I need some engine. That takes text out of file and makes printout. So what should I begin with and what is the strategy for this kind of things? How can I make a engine simple one.

then read up on [man]file[/man] and similar functions

I know most of the functions/ I ask how to make organization of all this/
I know how to get text out of file but how to connect all of many pages with some core that contains many function and sample html structure????
I know I need engine. How it works and so on help me please!
