Problem installing PHP on Linux

I am facing problem in loading PHP 3.4, 3.5, 3.6, 3.7, 3.9 on my Red Hat LINUX 9.0.

All the mentioned PHP versions that I downloaded from php.net lack a makefile. As a result when the make command is reached it naturally says "No makefile found".

Otherwise Apache 2.5 is up & running serving static .htm pages. So is MySQL 4.0.18. PHP is configuring fine with Apache & MySQL. But fails in the make step. There is only a makefile.global and some makefile.fragments in the tar.gz packages but no proper makefile.
