Problem with error messages

I am running Apache 2 and PHP 4.3.9 on windows 2003. PHP appears to be working fine other than i am getting no error messages and just a blank screen when i run the script.

I have checked the php.ini file and error messages are on but when i try and a test file <? phpinfo(); ?> then display errors are showing as off.

Does phpinfo() confirm that the particular php.ini is being read?
