Session ID, propogated in the URL

If session id is propogated in the URL(not stored in a cookie). When the browser is closed, it means that session is not exist?
Can URL propogate session exist if the browser was restarted?

session files are cleaned up by PHP after a pre-determined amount of inactivity. this is typically set in php.ini with the session.gc_maxlifetime directive.

session.gc_maxlifetime = 1440

...means the session file is flagged for deletion after 1440 seconds. so in theory you could restart your bowser and point back to the same session (if it still exists).
