redirecting files using apache

first : i have .htaccess file with :
Redirect /test http://www.walla.co.il
when i access this folder it dosent redirect me - why is that?

second :
when i access a non existing page i recive the custom 404 error and not
my 404 error :
in the httpd.conf i did :

but it dosnet redirect to my error page!
and i did restart the papache after the changes
why is that?

This probably shouldn't go in this forum. It sounds like your htaccess file isn't being obeyed, because your syntax looks right.
