dynamic drop menu's : dependent

I need to create a dynamic drop menu.

Where what follows one dop menu is another offering select options that based on/propogated by the prior drop menu (not yet submitted, this is a single page form).

Maybe a second time too.

Can this be done in PHP without Javascript?

Yes it can be done, but with a little javascript snippet in the select tag.

Place 2 forms in the same page.
Example:

Can this be taken another round yet given the name of the third form? (ex: country -> city -> state, pulling successive values from database)

I shy away from javascript, due to those who have it disabled. What would appear on on the menus in that case?

Using the java snippet in the select tag is just a convenient way for the user, but you can use a button to create the loop back to the current page.

Select choice and submit.
Hidden tag sends variable and php checks for isset() function.
Shows next drop menu and another submit button
