How to make small info window?

On my registration page on my wite, I would like to include a "help" link which, when clicked, would cause a small browser window to open (similar to a popup window, but you have to click a link to open). Is this possible with PhP? Could anyone give me a clue how these small informational help windows are done?

It’s usually done in javascript, you can go to
http://www.java-scripts.net/ they have free scripts in there I’m sure you will get one there that you only have to coppy and paste.
