how do i set up the index.php page so i can add
?section= then the page
example :
www.site.com/index.php?section=phpinfo

edit: now if im not mistaken 'section' is a variable?

getting the www.something.com/index.php?test=true&test2=false is relatively easy.

They are variables and it is an easy way to send non-sensitive info.

They can eaither be hardcoded
<a href="index.php?display=contact">

or you can make them dynamic
<?php
echo "<a href='index.php?display=contact&ID=$con_ID'>Email Me</a>";
?>

To retrieve the values, use
<?php
$display = $_REQUEST['display'];
?>

You can also set it up by using forms and setting the methods to get and post.

To retrieve the values, use
<?php
$display = $_REQUEST['display'];
?>

While $REQUEST will work, using $GET is a better idea in this case. You may end up with a form that has "section" as an element, in which case you'd need to refer to $GET['section'] and $POST['section'] seperately..
