on delete restrict -- possible in mysql?

I've really enjoyed setting referential integrity in the newer version of mysql, allowing for cascade deletes.

However, though phpMyAdmin has the option avaialble, I can't seem to set "on delete restrict"

I believe this will come back with an error if you try to delete a record for which there are dependent rows in another table. Can this be set in mysql 4.0 yet? I checked the site and didn't find it, probably someone knows this.
