PHP Code request!

Hi All,
I don't know any php, but my guess is this will be really easy for someone who does. I need to write a little piece of code which does this:

If the month is December, and the day is greater than or equal to 3,

...then write this bit of HTML to the page

Otherwise

...write this bit of HTML to the page instead.
