What is the best way to create static html pages from db tables?

I am wanting to create static html pages from my mysql database tables. The route that I am attempting to take is to create a script that creates the directories and html files as needed. Using this method I will have to temporarily change file/directory permissions and feel this isn't the best route to go. Does anyone have any suggestions or can you direct me to some code on accomplishing this task? Is this something that I should really be doing only from the shell and not from site authenticated user pages? Any direction is appreciated.

Well, I have content in several mysql tables that I wish to publish to .html files and this is the best way that I can come up with to do it. I looked at cms but they don't really fit what I am wanting to do in the big picture.

I reposted this in coding as it, after thinking about it, was a more appropriate place. Maybe take a look at the thread there as vaaaska has offered some input.
