Can anyone out there suggest another (innocent) reason why the effect might be "by design"?

Its possible that you might dynamically create the image. The browser requesting each one seperately would result in each image being different.

Well, yeah; that's why you have cache control headers. Otherwise you might as well request everything every time. Coming in IE7, I guess.

I think he hit the nail on the head with his hypothesis. We've seen worse reporting tactice from the Redmond boys and girls.

So, IE7 will request each packet 4-5 times to verify integrity .... right?
