translate response.redirect() to PHP

I know i am breaking protocol here. But, I am very new to PHP/Mysql, having escaped from ASP/MS Access . Please can anyone help to translate the following ASP/vbscript into PHP syntax?

Response.Redirect("index.html")
Session.Timeout = 60
