Eliminate "all capitals in a string"

Hi,
I have a site that allows titles to entries. Some members are using all caps and I want to eliminate it. Is there a way to get it so that only the first letter in each word is in caps? Or at least just the first word. so that:

THIS IS THE TITLE
is
This Is The Title
or
This is the title

$bar = ucwords(strtolower($bar));
