PHP WITHOUT Apache, IIS, etc

I am trying to learn PHP and I have no real interest in beginning a website or anything else. At best, I'd like to work towards merging MySQL and PHP, but thats it. Is there a way to install PHP to work with SQL without having IIS or Apache or anykind of server app ?

you can use PHP's Command Line Interface which does not require a cleint/server. and for client-side GUI applications there is PHP-GTK.

Hmm... doesnt quite look like what I wanted.
I just want to be able to write a .php file to my desktop, and open it with IE. Just that simple, nothing more.

in order to view PHP generated cleint-side code in a web browser (such as IE) it must be served to the client via a web server (such as Apache or IIS). IIS comes free with WinXP pro and Apache comes free with...well just plain free.
