way to run php pages from a file server, without a web server?

Dear friends,

I have a new job that requires me to collect data and produce reports for hospital... My background is programming web pages and now I'm faced with creating rediculous VB/Access data entry forms and even more rediculous ACCESS to Excel reports.
I hate it.

If I could just write these forms for users to enter and run from their browsers I'd be much happier. Everyone has a browser.

Unfortunalty the IT department here won't let me set up an in house intranet server running php or Apache.

My Question? is there a program I could use, on a windows network in liu of a web server that would serve up php and html documents from a file or application?

A file based web server, without a dns server?

I doubt it very much. There's a reason PHP is a server side process...

Another great thing using that VB/Access solution is multiple users trying to connect at the same time....

With PHP-GTK you can write applications that could communicate, inter-machine, with each other.
