For some reason, unless I directly plug a specific email in to the $to variable this mail function doesn't work. As you can see from my code below, I am setting $to = $row['Email']. Just so you know if I plug $row['Email'] into the body of the email with a specific email address plugged in to $to, it passes just fine. This has something to do with why I can't use $row['Email'] in $to. THanks!
$to = $row['Email'];
