how to check the os and safe mode ?

How can i check if the safe mode running or not becouse i want to use set_time_limit function , btw how can i check the operating system and version ?

look at ini_set() ini_get()

the os also is stored in a constant

You can not change this setting with ini_set() 
when running in safe mode. 
The only workaround is to turn off safe mode or by changing the time limit in the php.ini.

you might be able to change it using .htaccess, i havent checked.

on the ini_set page, each directive in the table has a corresponding value of how it can be changed. for explanations of what that specific value means, look farther down the page and you will see another table.

Of course, if all you want to do is see if safe_mode is enabled, ini_get() will tell you that without complaining about safe mode.
