Um? What are you doing with the Picture? This is more of a HTML issue than PHP, unless you wish to manipulate the picture.
i'm planning to display a full screen picture cause i want it to change the picture each 3 second. sound like a screen saver. _
Well in that case you can probably use Javascript to store a few images than after x amount of time choose the next image. Of course you could do it the PHP way however you will need to keep reloading the page all the time.
