How do you send emails from a mysql database?

I have a customer that when they enter a new special item in there mysql database they want to send an email out to a list of customers.

The customers are also in a mysql database.

How do you go about sending emails out based on the email address' found in there customer database?

They use an internet provider on php4.

I kinda think it might be thru javascript since that is client side. Otherwise the provider would have to have a program - right?

Can you point a newbie in the right direction?

pull all of the relavent records from the db then use the [man]mail[/man] function with the results.
