[Resolved] _FILES array is empty...

i have a form that posts to another page with something like this

problem is that the _FILES array is completely empty...as is HTTP_POST_FILES. I'm running php 4.3.8 in safe mode. i'm also including the phpBB files to deal with login/logout--although that shouldn't affect anything. the phpcode refers to HTTP_POST_FILES for avatar uploading.

i checked php info and found these interesting values:
file_uploads: ON
upload_max_filesize: 2m
* upload_tmp_dir: NO VALUE

that last one seems a bit worrisome. do i need to fix it? how?

i've searched this site for an answer and the closest thread i found (which is unresolved) appeared to be this:

set a value for the upload tmp dir

make a directory, and specify the full path to it

either do that in php.ini, or you might be able to do it w/ ini_set()

my server is in safe mode. will this have any impact on where i place the folder? what about permissions on the folder?

secondly, i have found 2 php.ini files on my server:

/etc/php.ini
/home/virt/s1/fst/etc/php.ini

this machine is a dedicated server...it has an administration tool to create additional domains, etc. i'm wondering which ini really matters...and how safe mode might impact it, etc.

i forgot to put enctype=blah blah in my form. silly me.
