Estimates on project time

Hello everyone,
I am new to this forum and am looking for some advice concerning a project. Although I know a little about php (enough to configure a script) I am a total newbie. I have a script that I would like to have developed that is quite simple (its 3 tools in one). I posted the project on elance and it seems that the bids were much higher than I would have expected.

My questions would be:
a) Is there a better source for freelance php developers than elance? And or is there a way to submit a project here?
b) Would anyone be willing to review the project details for me to see approximately how many hours this project would take? Some of the bids estimated 30-60 hours of work and I feel the script is simpler than that. I can post a simple breakdown of the script or can attach the project description

a) I dont know of any, and no please read the FAQs about job postings
b) PM me if you want me to review it, otherwise it may be considered a job offer and PHPB has an agreement with dice.com

a) I did read the faq but there is a section on PHPB that has a list of people you can contact for contract work....but I was just wondering if there was someway to post to all of them as I would not know who to pick...
