Does anyone know where I can get a States and there major metros database from anywhere ?

You have a couple options:
Hit up USPS.gov and order their zipcode database. It should have all the zips, cities, and states and their associations. Its not the cheapest, but probably the easiest and most accurate way to go.
Hit up the US census web site. You can dig into the census data and pull out state/city info. Dig deep enough and you'll get into population data and stuff like that.
Not as legal or nice, but you could try finding a web site that already has the data in its forms and grab that data. Probably not the most legal way of doing it, but technically an option.
Go to hamweather.com they have a weather program that contains a mysql db with zips.
