So what you want us to show you how to make one? Or do you want to use an existing one and just modify the theme? Either way do a search now one has posted code for this. Learn PHP and a RDBMS (MySQL is a popular one).
i wanna make one from scratch but I dont know how I already have php, mysql, and apache installed on my computer but i dunno what to do from there?

you can download forums PHPBB, Invision and a few others that are out there go on http://hotscripts.com. but if you want to make one id suggest learning PHP and a RDBMS.
