how can i send mail

I am preparing an LMS where i need to send the form through mail to supervisor, who will approve and send it back.

mail() function in php is not working on our network may be due to some restriction imposed by admin. So how do i go around it and is it possible to show some kind of popup on supervisors desktop so that he knows form has arrived.

Any help would be appreciated

Well firstly no you cant sent a popup depending on network and OS if your using windows you could do a net comment "net send" for the popup but other than that PHP cant do anything. Also to get around it check the sys admin what restrictions are in place.
