my form which include () header.htm and footer.htm and handles itself using $_SERVER['PHP_SELF"] works great on my Mac using Safari and on a PC using IE, but nothing shows up on the page except the correct backgroud color and page title when using IE on my Mac. I've validated my script and no obvious error are reported. Please help me, im losing my mind!

Have a read of this, especially the comments about browser support, or the lack of. It is also recommended that you ALWAYS specify background when you specify color.
alright, i finally figured it out. thanks for your help. the problem was, embarrassingly enough, there was the start of a comments marker before the css link. ( <!-- )
