Create text editor and toolbar to edit text

Hello:

I'm attempting to create a form, such as a forum, where a person can type in and ask a question. In addition, I would like the person to have the ability to format the text that is being written (bold, underline, change font color, size, etc).

Here is a screen print of something similar to what I'm trying to accomplish:

Can someone help me out as to where to begin trying to code something like this? I have no idea where to start.

My goal is not to create a forum. My goal is to create a toolbar so people can format text.

That screenshot looks like htmlarea.

Aside from possibly using that, you might want to ask this on a css/javascript forum, since this has nothing to do with php.

Yes, it is htmlarea. Is it possible to combine this within the <form></form> tags?

To use htmlArea you take a form with a normal textarea element in it, and you use javascript to tell htmlArea to replace that textarea element with its editor. When the form is submitted htmlArea submits its contents as the textarea value.
