I am getting this error.

This is line 78:

mail($this->error_email, "[$date] paypay_ipn notification", $message, $em_headers);

What does it generally mean when it says it can not execute mail delivery program? Is this something I need to talk to my domain host about?

PHP doesn't send mail itself, it calls another program to deliver it. PHP isn't able to run that program for some reason. It is something you'll need to talk to your hosting provider about, since it's their job to administer to things like that (even if it's just to say "our policy doesn't allow it").
