How do I rename files to variables?? ($)

I have this variable that I call "$name". It works and all. But when I try to re-name the picture I'm uploading to that variable, all I get is it's variable name!
(I.e $name.jpg)

What's wrong??

$uploaddir = '/home/public_html/pics/';
$uploadfile = $uploaddir . $HTTP_POST_FILES['userfile']['name'];

print "$HTTP_POST_FILES";

move_uploaded_file($_FILES['userfile']['tmp_name']

, '/home/public_html/pics/$name.jpg');

you needed to use double "

Indeed, variables are not 'filled in' with single quoted strings. Read up on strings here...
