Is my maths really that bad?

I was just reading an article on BBC News about teenaged pregnancy in Britain (you can have a look here if you want) and came accross the following quote.

Around 70% of conceptions among under 18s are second pregnancies.

Now this doesn't make sence to me at all. Surely you can never have more than 50% of conceptions among under 18s being second pregnancies. Am I completely missing something here?

Around 20% of conceptions among under 18s are second pregnancies.

... or maybe someone pointed that out to the author and they changed it in hopes that nobody else saw it 🙂
