add a configure command on windows?

I just installed Zend Optimizer and I need to add --enable-zend-multibyte to the PHP configure commands, but I don't know how.

I'm using PHP 5.0.2, Apache 2.x on Win XP Pro.

I need to add that because it supposedly bypasses the Byte Order Mark bug on Windows.
