As far as your site, the design is pleasant enough, but I just don't get the point of your project from the description. What's a php/mysql download management application do for me?
It allows a webmaster to manage all the files he has available for download. It is similar to the Download Module of PHP-Nuke except mine is much better! :p

It looks like you used almost every possible effect from Blending Options. Especially on the header name. The spacing also does not look right between each letter.
