Is it possible to build a slick, professional looking site using a text editor to code PHP/HTML or do I need to invest in a product like Dreamweaver ?

Yes, it is possible.
Whether it is the best route to take is another (debatable) matter.

I would agree, it isn't always the best route, but that is how I created my last couple of sites. I don't like dreamweaver or GoLive or any WYSIWYG editor for that matter, but I am kinda silly like that. 🙂

the best way to learn PHP is with the manual and Notepad. 😉
