sending mail through program

Here is my problem

1. "www.mysite.com" has been transferred to a new server with new DNS server. And all works fine for one month now.

2. on another site, "www.anothersiteonanotherisp.com", it has a programming page sending e-mail to "[e-mail]". it was working fine before the "www.mysite.com" transfer to new server. now it is not working. the e-mail sent by the web page was bounced back and the error message said: "host name lookup failure".

3. the strang things are

"[e-mail]" has no problems receiving e-mails in regular ways. only the programming page on "www.anothersiteonanotherisp.com" cannot send e-mail to "[e-mail]".

I went to the programming page and change the code, so the receiver will be my hotmail account or my home e-mail account. the programming page has no problem to send e-mail out to my other accounts. so the programming page is working.

But if I change the account to "[e-mail]", "mysite2.com" and "mysite.com" using the same DNS server, then the e-mail bounced again. Looks like this programming page cannot send e-mail to the sites on this certain DNS server.

The problems is all the sites on this DNS server have been working fine for months and years except this issue.

If [e-mail] can receive emails from SOME non-local domains (example, from [e-mail]) then I think the problem may be that the account SENDING to [e-mail] may be being blacklisted by your hosting company, for spam or for other reasons. Check with your hosting company.

On the other hand if [e-mail] can't receive emails from any non-local domains (example, from [e-mail]), then the problem is with your DNS zone.

[e-mail] and [e-mail] can receive e-mails from all over the world. and also other programming pages on some other sites can send e-mail to them too.

but only on that certain site, the programming page there cannot send e-mail to the accounts on either mysite.com or mysite2.com. (these two sites are on different web servers but using the same DNS server.)

So I was assuming that it must be something wrong with that site "www.anothersiteonanotherisp.com" or its ISP. But i went to there and change the programming codes make the e-mail recipient to the accounts not on the same DNS server of "mysite.com" and "mysite2.com". then the e-mail sent out without problems.

In simple words, [e-mail] and [e-mail] has no problems to receive the e-mails. And the web page on www.anothersiteonanotherisp.com has no problems to send out e-mails.

The only problem is web page on www.anothersiteonanotherisp.com cannot send the e-mail to either [e-mail] or [e-mail].

It seems that www.anothersiteonanotherisp.com has problem with the the DNS server of mysite.com and mysite2.com.

How could that happen?

The sender was not blacklisted on my hosting server. And if it is blacklisted, would it be a message like "we don't accpet spammer" instead of "DNS look up failure".

au contraire; the 'DNS lookup failure' may be -- probably is -- the mail program's incorrect description of being blacklisted.

Are you completely sure that mail server IP isn't blacklisted? For example, can you send mail to your [e-mail] mailbox from some other SMTP server using that IP?

Anyway, I'll stand by my answer until proved otherwise. Saying it can't be so doesn't prove it. A lot of things that can't be so happen all the time on the internet.
