Not enough details to provide a good answer, but CURL, fsocket, and sometimes fopen will do it. That'll open the physical network connection to the other site. Reading the data format is another trick. RSS is a popular format for news to be formatted in. Although you can always resort to HTML, but that takes a little bit of effort to read and find the data/news you really want.
