Designing interfaces

Hi guys, im working on developing a basic CMS system in PHP, Im worried about how to design the interface to the system as the interface is an important element to my project.

Im tepted to go for some sort of GUI tools but not sure if they would support php or not. Ive been trying to use HTML but i have been having trouble with basic things such as using a TABED menu system.

Any ideas anyone?

you could maybe look at the gtk tools available for php. thing is, php and gtk would need to be installed on the client. however, if you built a desktop app using gtk, there is nothing to stop you building a secondary web interface aswell.
