Very New!

I really don't know ANYTHING of PHP. I've been doing Flash and Photoshop and very little C++. I'm willing to learn one thing of PHP to help my website. I'm wondering what types of things I will need to know for a portal, where users can submit work such as flash, images, music, etc. Or if anyone is oh so generous enough to code one for me and send it to me (which I doubt). :p
