PHP utility & telephony

Hello,

I am looking to develop a PHP utility that runs in Windows and will automatically detect when a phone line rings, and will then self launch. Example: phone rings and then the php utility pops up a little HTML form where call information can be inserted.

We currently use NexPath NexDial on all systems, so I'm not looking for phone management functionality, merely a tool that can detect an incoming call and then self-launch.

Does this sound doable w/ PHP?

Not really - the only thing I can imagine is writing some kind of port daemon, if that's how the telephony works, that sits there waiting for incoming connections and would then exec some program warning you about it. But writing a daemon in php isn't really a great idea.

I've done it for fun, but it's really more a 'proper' language job.
