I see a lot of code on php.net and at other places that have @, @return and other items like that in their comments. Do those items mean anything? I know that some of them are used by phpDocumentor, but @return isn't. Are they just a style of commenting or do they mean something more?
"@return" is also a phpDocumentor tag. As for "What do they mean", see here.
Sorry, @return wasn't the one I ment. I ment @desc. I notice that the Zend Studio will write these tags to describe a function.
So, are these tags just for phpDocumentor, or do they mean something else?

My best guess is that it's a custom tag added by Zend.
Zend has used these for some time, most assuredly in coordination with the phpDocumentor system's 'protocol'.
